Le Parlement britannique actionnera donc l’article 5  du Traité de Lisbonne le 29 mars prochain, demandant la sortie de la Grande Bretagne hors de l’Union Européenne.

La City semble s’être résolue au Brexit, et même à un Brexit dur. La stratégie de la City est double. Elle cherche à la fois à peser de tout son poids dans les négociations pour tenter de conserver le “passeport” européen, qui permet aux fonds enregistrés à Londres d’être facilement distribués sur l’ensemble du continent. Non seulement les dirigeants de l’Union estiment que cela reviendrait à conserver le meilleur de l’Europe, mais évidemment, le Luxembourg et l’Irlande seront d’office opposés, sans même parler de Paris et Francfort, chacun lorgnant sur des délocalisations.

Le Brexit va, en soi, être un chantier titanesque puisque le propre des normes européennes est d’être multiples et polymorphes : une armée de nains auraient voulu entraver Gulliver avec des petits fils qu’ils ne s’y seraient pas pris autrement que comme « l’Union Européenne » le fait avec chacun de ses états membres.

Cet élément va donner aux britanniques, qui se voient, à juste titre à bien des égards, comme des concurrents de l’ensemble de l’Union Européenne, le temps de s’organiser.

The British Parliament will therefore act on Article 5 of the Treaty of Lisbon on the next March 29th, demanding Britain’s departure from the European Union.

The City seems to have resolved itself to the Brexit, and even to a hard Brexit. The strategy of the City is twofold. It seeks bring its weight to bear in the negotiations to try to preserve the European “passport”, which allows the funds registered in London to be easily distributed throughout the continent. Not only does the Union’s leaders believe that this would be to preserve the best of Europe, but Luxembourg and Ireland will of course be opposed, not to mention Paris and Frankfurt, all concerned about relocation.

The Brexit is, in itself, a titanic task, since the norm of European norms is to be multiple and polymorphic: an army of dwarfs would have wanted to hinder Gulliver with small wires as “The European Union” does so with each of its member states.

This element will give the British, who rightly see themselves in many ways as competitors of the whole of the European Union, the time to organize.
